The program of utility infrastructure in the rural areas of Municipality of Palilula is successfully being realized through 2013, thanks to the efforts of Municipality of Palilula and good cooperation with the Citizens Councils and local offices. In order to improve the quality of life of residents in the surrounding settlements, President of Municipality Boban Džunić initiated a meeting with the management of the "Naisus" Wateworks, regarding the resolution of claims from citizens of the village Gabrovac. The key topic of this conversation was the information from the delegation of the Council of Citizens from Gabrovac about the building activities of the local water supply and connection of the residents to the city's water supply.
The financial support of the City of Nis, Municipality of Palilula and administrations is seen through the activities of citizens in support of self-financing municipal investment in villages. It was said at the meeting that the Municipality of Palilula accepted the request of the residents last year and supported the initiative of "Naisus" management to take over the reconstruction of the water supply network at the village Gabrovac.
According to the Municipality president Boban Džunić, drinking water in Palilula has been under collectively and individually provisions. Collective water supply, as the majority in the town district (there are four altitude zones) and partly in the suburban and rural area, is under the jurisdiction of the PUC "Naisus”. Some villages in Palilula have local rural water supply. Old water network in the village of Gabrovac was built 43 years ago. By 1980, the local water supply network was not in the system of main network. Connection to the city water was conducted through a water meter at the entrance to the village, and residents took care for the functioning of the waterwork, while the utillity company was not responsible. By completed construction of the secondary water system in the village, the conditions were met that the residents of this neighborhood could sign contracts with the PUC "Naisus", which will be providing them with access to city water mains.
Representatives of the Citizens Council from Gabrovac informed the participants of the meeting in Municipality of Palilula that the contract with the PUC "Naisus" was signed by 130 people and there is ongoing activity to another 200 households in the village to be connected in the municipal water supply network. It was requested by the PUC "Naisus" to enable residents of Gabrovac deferred payment of connection to the municipal water supply network in 12 monthly installments. Palilula Municipality has followed the investment completion of secondary water networks and within their limits supported execution of the work, the cost of the equipment and installation. Locals from Gabrovac, due to the high costs of connection, requested and appropriate participation-support from the City, Naissus PUC and Direction for city construction. Village of Gabrovac has over 1,700 inhabitants. A large number of the working population is unemployed, due to the economic crisis, and lives in the village with about 400 retired people. All this has contributed to the sustainability of previous commitments on the participation of citizens in the completion of new investments. Understanding and greater solidarity in the community is expected, as highlighted the representatives of the Citizens Council of Gabrovac.
